The Maryland General Assembly passed HB 723 and SB 749 during the 2025 legislative session (Health Occupations - Authorization to Practice for Former Federal Employees and Dental Applicants Licensed or Certified in Another State) with a provision requiring the Maryland Department of Health (MDH) to develop a plan for a temporary or permanent authorization to practice a health occupation in the State for health care practitioners not licensed or authorized to practice in the State who left employment with a federal agency after January 20, 2025.
Although the Board of Physicians does not issue temporary licenses, it offers applicants numerous pathways to licensure.
